Position overview: 

The Department of Healthcare and Family Services, Division of Finance, Bureau of Budget and Cash Management, is seeking to hire an experienced supervisor to join our staff as the Administrative Budgeting Unit Supervisor. This position is responsible for developing, presenting, and defending the Department’s administrative budget to executive staff, the Governor’s Office of Management and Budget, and the Legislature. The ideal candidate will demonstrate the ability to work with internal and external staff persons on complex changes to Department policies and exhibit the ability to prioritize tasks to ensure timely work completion while demonstrating independent initiative.

Essential Functions

• Subject to management approval, serves as Administrative Budgeting Unit Manager for the Department of Healthcare and Family Services, Division of Finance, Bureau of Budget and Cash Management by planning, directing, and evaluating activities for all elements of the administrative budget, including personal services, contractual services, collections, child support services, and other administrative funds and appropriations
• Serves as full-line supervisor
• Plans, directs, and evaluates the formulation, request, and defense of the Department's administrative budget
• Responsible for the review and analysis of the impact of proposed policy/legislative changes
• Represents the Budget and Cash Management Assistant Bureau Chief/Operations Section Manager with other areas of the agency, the Governor's Office of Management and Budget (GOMB), and legislative staff
• Responsible for the development and maintenance of computerized tracking and reporting systems to reflect trends, spending levels, and fund balances
• Manages the development of methodologies
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in finance, public or business administration, accounting, or budgeting
• Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization, preferably with finance, public or business administration, accounting, or budgeting experience

Preferred Qualifications

• Three (3) years of experience formulating, defending, and implementing a multi-million dollar public or business organization budget
• Three (3) years of experience assuming fiscal management responsibilities for public and private programs ensuring compliance with federal and state statutes, rules, and regulations
• Three (3) years of experience working with the principles of governmental accounting, program budgeting, and statistics
• Three (3) years of experience with State procedures pertaining to the appropriations process
• Three (3) years of professional supervisory experience with management and leadership skills
• Three (3) years of professional experience assessing fiscal/policy impacts of legislation proposed or enacted by the Illinois General Assembly or the US Congress
• Three (3) years of administrative experience in State government or a private or public organization dealing a with large fiscal system
• A master's degree in business administration, finance, public administration, accounting, economics, or a related field and/or certifications in actuary science
• Three (3) years of proficiency in Microsoft Access, Excel, Word, PowerPoint or similar presentation software, Adobe Acrobat or similar publishing software, and Internet research

• Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties
• Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends
• Requires the ability to utilize and maintain state issued equipment such as a laptop
