Job Description

SUMMARY

The Manager of Safety Programs will be responsible for ensuring the organization remains in compliance with occupational health and safety (OSHA) regulations and applicable safety standards, and for providing guidance and direction for the planning, implementation, and sustained operations of the organization’s aviation Safety Management System (SMS). The position will also be responsible for performing the duties as the titled Aviation Safety Officer (ASO) when the organization is under US Government contract and the requirements of DCMA Ground Flight Risk Clause (GFRC).

DUTIES AND RESPONSIBILITIES include the following.

  • Manage the implementation, maintenance, and continuous improvement throughout the organization of a Safety Management System (SMS) in compliance with 14 CFR Part 5 and general safety in compliance with 29 CFR Part 1910.
  • Manage and lead the safety audit program ensuring company internal and external safety audits are managed according to current requirements and corrective actions and any follow-up audits are completed within the required timelines.
  • Develop, manage, and create corrective actions from data gathered from the employee confidential reporting system.
  • Track, trend, and manage pertinent safety data and documentation, monitor safety related objectives and data analysis, and submit annual safety data to regulatory agencies as required.
  • Provide information and advice to executive management and to the SMS Accountable Executive on matters relating to safe operations.
  • Interact with employees at all levels of the organization to ensure safety requirements are continuously met.
  • Promote safety through regular communication to employees and publication of newsletters.
  • Foster positive relationships with regulatory agencies and service providers outside the organization.
  • As Aviation Safety Officer (ASO) –
  • Prepare daily, (including weather/hazards) weekly, and monthly flight reports for the GFR to ensure program compliance.
  • Maintain the GFRC HAZLOG (Hazard Log) and make it accessible to the GFR upon request.
  • Lead the Aviation Safety Council (ASC) to address mishaps, their prevention, and implement corrective actions of mishaps of flight, ground, and industrial activities.
  • Hold quarterly Aviation Safety Council meetings, record minutes of the meeting, and forward a copy to the GFR, post meeting minutes on the safety board.
  • Conduct monthly flight safety meetings that include all functional areas for all flight personnel.
  • Coordinate a semiannual safety audit encompassing all elements of flight, ground and safety.
  • Communicate effectively between aircraft and various ground support operations.
  • Provide Safety/Environmental training to all pilots and managers on a monthly/annual basis.
  • Submits Form DD 3062 flight request for GFRC approval.
  • Submit DD Form 2627 and 2628 request to the GFR for approval of qualification training.
  • Track all GFRC flights to comply with flight following requirements, advises pilots of changing conditions and activates emergency response if needed.
  • Coordinate with other departments to ensure customer contract requirements are met.
  • Work closely with the chief air safety investigator to determine probable causes of helicopter accidents that involve company aircraft.
  • Other duties as assigned.

SKILLS AND ABILITIES

  • Ability to work with sensitive and confidential information.
  • Broad operational knowledge and experience in the functions of an aviation organization (e.g., pilot and maintenance training, production, experimental test pilot operations, airport operations, maintenance and flight organization management).
  • Sound knowledge of safety management system principles and practices.
  • Knowledge of FAR Part 21 certification procedures
  • Knowledge of FAR Part 27 airworthiness standards for rotorcraft
  • Knowledge of FAR Part 61 pilot certifications
  • Knowledge of FAR Part 91 general flight rules
  • Knowledge of FAR Part 145 repair station procedures
  • Well-developed leadership skills.
  • Model and promote an organizational culture that fosters safety practices through effective leadership.
  • Demonstrate an excellent safety behavior and attitude, follow regulatory practices and rules, recognize and promote hazard reporting and ensure effective safety reporting.
  • Demonstrate professionalism, tact, diplomacy, and a high degree of integrity.
  • Ability to take and follow direction with minimum supervision.
  • Strong analytical skills and organizational abilities.
  • Excellent written, verbal, and interpersonal communication skills.
  • Fluent in the English language is required.
  • Proficient in Microsoft Office Suite, to include Word, Excel, and PowerPoint.
  • Professionally represent areas of responsibility with regulatory authorities and customers.
  • Possess, or be eligible for, a U.S. passport.
  • Regular attendance is required.
  • Access to Export Control information is required.
  • The ability to understand and follow instructions and the ability to concentrate.
  • The ability to get along with others or to be part of a team.

EDUCATION and/or EXPERIENCE

  • Bachelor’s degree in aviation safety, aeronautics, or similar discipline, from an accredited four-year university; and 6 years aviation work-related experience and/or training; or equivalent combination of education and experience.

CERTIFICATES, LICENSES, REGISTRATIONS

  • FAA Commercial Rotorcraft Helicopter Certificate is preferred.
  • FAA Airframe & Powerplant License is preferred.
  • Aviation Safety Program Certificate is preferred.
  • 40- Hour OSHA Hazardous Waste Operations and Emergency Response (Hazwoper) Certification, preferred but not required
  • D.O.T HM-181 Certified, preferred but not required
